JOB PURPOSE

The Bid Manager is responsible for identifying, developing, bidding and winning formal and large scale educational ICT opportunities. With specific focus on managed service contracts and infrastructure projects via formal tendering routes. This will be achieved through successful matrix management of appropriate resources from across the Joskos business. Acting as the internal commercial lead for the bid, the Bid Manager will determine and implement the win strategy for a bid, under the guidance of the Head of Customer Relationships and Senior Leadership Team.

The job holder needs to use a significant degree of evaluative judgement and creative thinking to decide upon appropriate strategies, ensure profitable business and efficiently use available resource. These decisions will be based upon the analysis and interpretation of the educational sector and available data. This freedom to act includes pricing decisions at a local level giving due consideration to the competitive environment and the profitability of business to Joskos.

The Bid Manager is responsible for all commercial, financial and legal aspects of the client contract.

The Bid Manager will be responsible for the smooth management of the entire bid process.

 

SCOPE OF THE ROLE

Pre-engagement / Qualification in advance

Monitoring RFQ, PQQ & ITT releases

Own Bid/No Bid process

Managing the bid pipeline

Bid team formation

Bidders day meetings

Collating tender responses internally and through supply chain

Submission of tender and related documents

Seeing the contract through negotiations up until point of signature.

 

DUTIES AND KEY RESPONSIBILITIES

  • Monitor various procurement websites and other sources to identify opportunities for Joskos to tender for the provision of its products and services.
  • Quantify and qualify relevant opportunities on a daily/weekly/monthly basis and agree with the Sales Manager and SLT the priorities for further development and tendering opportunities.
  • Prepare tender submissions for review and approval.
  • Co-ordinate and project manage all parties involved in the bid process to ensure everyone is aware of the level of contribution expected of them and when their deadlines are. 
  •  Ensure all timelines are met and that each bid submitted is as complete and accurate as possible, whilst also best reflecting Joskos’ abilities, ethos and values.
  • Quality assure all aspects of the bid before processing, including written documentation, diagrams and presentations.
  • Ensure all bid documentation is clear, concise, education-focused, compelling and meets all the criteria in bid specifications.
  • Develop accurate and consistent bids with the assistance of relevant internal departments.
  • Ensure all bids are stored in a ‘bid bank’ for further use and review for future bidding opportunities.
  • In addition to managing bids and tenders, where relevant, – support the accurate completion and submission of contracts and schedules to clients.
  • Lead and own the Commercial proposition for the bid.
  • Lead, coordinate and author bid responses for Technical, Commercial and Financial sections.
  • Own the quality assurance of bidding documentation.
  • Managing supply chain & Partners across a large portfolio of varied technologies.
  • Control the bidding costs through appropriate use of resource.
  • Lead the Joskos contract negotiation team, including the handover to delivery units, setting up of appropriate commercial partnership agreements and underpinning contracts to support the Joskos contract deliverables.
  • Anticipate risk and mitigate this throughout the Bid to ensure a successful outcome for Joskos and customer.
  • Attend conferences, seminars and exhibitions as required.
  • Delivering accurate sales forecast to the Head of Customer Relationships on a weekly & monthly and to the senior leadership team on a quarterly basis, developing and maintaining a 24-month pipeline of opportunities to support the delivery of sales targets.
  • Create, update and maintain customer contact records using the company CRM.
  • Adhere to defined Joskos sales best practises and guidelines.
  • Adhere to the company’s policies and procedures including quality, Environmental and information security.

PERSON SPECIFICATION

Experience and track record of RM1050 Bid Management

Solid Knowledge of the education sector

Contract Law (basic awareness)

Results orientation and achievement with demonstrable performance against targets and KPIs  

Flexible can-do attitude with a willingness and ability to adapt within the role

Good communicating and influencing skills

Strong team working skills

Planning & organising skills

Good commercial judgement and decision making
